2012年,中央财政将拿出2亿资金购买社会服务,对象为在民政部门登记的社会团体、基金会和民办非企业。从发达国家的经验看,政府购买服务有助于提高公共财政使用效率,增强公共服务供给,也是政府转变职能、培育社会“第三部门”的必经之路。这个服务市场日趋强大。政府购买公共服务是一种新型政府提供公共服务方式。其主要方式是“市场运作、政府承担、定项委托、合同管理、评估兑现”。
In 2012, the central government will allocate 200 million yuan to purchase social services for social groups, foundations and non-government-owned non-enterprises registered in the civil affairs departments. From the experience of developed countries, government procurement of services helps to improve the efficiency of public finance and enhance the supply of public services.
