一些外资企业通过压低工资,规避税收,挤压中方收入,使中方应得的劳动报酬和税收占净产值的比例逐年下降,而外商获得的利润比例逐年提高。一些从事来料加工和贴牌生产的企业为从外商手中承接加工订单而形成鹬蚌之争,外商坐收渔翁之利。为防止和抑制国际资本对中方收入的挤压,要转变劳动力低成本观念;改进利用外资绩效考评,规范招商引资行为;完善最低工资制度和指导线政策;在外资企业积极推行工资集体协商;正确认识和处理罢工事件。
