山西长治轴承厂是一个具有3000名职工、拥有固定资产原值3564万元、年产值2450万元的较大企业,是我省“七五”期间重点技术改造的58个企业之一。这个厂在深化企业改革上有所突破,走在了全省大中型企业的前头。省委、省政府于十三大之后,在这里开一次现场会,推广他们的经验。长治轴承厂改革的主要经验是什么呢?首先是他们坚定不移地贯彻中央关于企业领导制度改革的“三个条例”,切实实行了党政职能分开,有成效地推行了厂长负责制。
Shanxi Changzhi Bearing Factory is a large enterprise with 3,000 employees and a fixed asset of 35.64 million yuan and an annual output value of 24.5 million yuan. It is one of 58 enterprises under the “75” key technological transformation in Shaanxi Province. This factory has made some breakthroughs in deepening the reform of the enterprise and has taken the lead in the province’s large and medium-sized enterprises. After the 13th National Congress of the Communist Party of China and the provincial government opened a live meeting here to promote their experience. What are the main experiences of Changzhi Bearing Factory’s reform? First of all, they are resolutely implementing the “Three Regulations” promulgated by the Central Government on the reform of the enterprise’s leadership system, earnestly implementing the separation of functions of the party and government and the effective introduction of the director responsibility system.
