推行重大行政执法决定法制审核制度,是完善行政执法程序,坚持严格、规范、公正、文明执法的重要内容,也是深入推进依法行政,加快建设法治政府的重大举措。党的十八届四中全会审议通过的《中共中央关于全面推进依法治国若干重大问题的决定》(以下简称《决定》)、中共中央国务院印发的《法治政府建设实施纲要(2015—2020年)》(以下简称《纲要》)都明确强调,要严格执行重大行政执法决定法制审核制度。
The implementation of the major administrative law enforcement system for the examination of the legal system is an important part of perfecting the administrative law enforcement procedures and upholding strict, standardized, fair and civilized law enforcement. It is also a major measure for further promoting administration according to law and accelerating the building of a government ruled by law. The “Decision of the CPC Central Committee and the Central Government on Several Important Issues in Ruling the Country by Law” (hereinafter referred to as “Decision”) reviewed and passed by the Fourth Plenary Session of the 18th CPC Central Committee, the Outline for the Implementation of Building a Law-based Government (2015-2020) issued by the State Council of the CPC Central Committee, “(Hereinafter referred to as the” Outline ") clearly emphasized that it is necessary to strictly implement the major administrative law enforcement system to determine the legal system.
