得人才者得天下。知识经济的全力推进,使得国家之间、企业之间的竞争聚焦于人才,面对日益白热的人才竞争;不遗余力地开发人力资源是企业未来发展的战略抉择和重中之重。企业发展的路径选择和资源依赖很多,然而,现代经济增长的理论和实践以及中外企业成功的范例都证明,最终决定企业胜败的是人力资源的开发和利用。知识的竞争实质就是人力资本的竞争,对于这一点,企业老总们的理解比以往任何时候都要深刻。及目望去,世界各国都在运筹人力资本的开发及配置,以谋求在知识经济竞争中处于不败之地,而我国的人力资本却显得幼稚和单薄,专业质量还无从谈起。因此,有必要正视人力资本对我国经济发展的重要意义,尽快形成一个有效利用人力资本与刺激人力资本投资的机制和有利于劳动力的竞争和自主择业的劳动力优化配置机制,从而实现企业人事管理思想的跃变,实现人力资本的价值。
