１９９８年汛期７、８月份黄河流域降水量明显偏多，９、１０月份降水量明显偏少，整个汛期降水量接近常年。受上半年黄河流域降水量偏少的影响，汛期各区来水来沙量偏少较多，属枯水枯沙年份。花园口水文站整个汛期只有一次洪峰流量超过４０００ｍ３／ｓ的洪水过程，洪峰流量为４７００ｍ３／ｓ，该次洪水花园口站水位表现偏高，高水位持续时间长。上半年黄河上游来水偏少，各河段引水量大，黄河下游断流情况较为严重，汛期河口地区曾两次断流。
