宪法是治国安邦的总章程,也是党的领导、人民当家作主和依法治国有机统一起来的载体。本文指出在深入学习实践科学发展观的指导下,中国共产党的执政能力应在宪法的保障下不断规范与提高,同时受到宪法的监督和制约,加强宪政建设。依照民主法定程序,在法治的高度上提高中国共产党的执政能力,巩固执政地位。
The Constitution is the general constitution for the administration of the country and the security of the country, as well as the carrier for the unification of the party’s leadership, the people’s masters and the rule of law. This article points out that under the guidance of deeply studying and practicing the scientific outlook on development, the ruling ability of the Chinese Communist Party should be constantly regulated and improved under the protection of the Constitution. At the same time, it should be supervised and controlled by the constitution and strengthen the constitutional construction. In accordance with the statutory procedures of democracy, we should improve the governing ability of the CPC and consolidate its ruling position from the perspective of the rule of law.
