The problems existing in the comprehensive enforcement of city administration are as follows: First, the basis of law enforcement is lacking; second, the ambit of authority and power is ambiguous and the functions are crossed; third, the management system of law enforcement agencies is flawed; the administrative law enforcement agencies are not sufficiently independent and the leadership system is not smooth. The development trend of comprehensive administrative law enforcement: First, to re-determine the objectives of comprehensive urban administrative enforcement. One is to serve the public; the other is to update the concept of law enforcement, protect and respect human rights, uphold the administrative law
