一、调整中央与地方关系必须取得突破性进展经济管理体制的重要内容之一是决策的集中与分散程度。在我国,处理好集中与分散关系,首先要根据宏观经济有效管理和微观经济充满活力的要求,合理划分中央与地方的权限。同时,也要妥善划分和明确国家(政府)与企业的权限。近十年来,调整中央与地方关系归纳起来有三种思路。
I. A Breakthrough in the Adjustment of the Relationship between the Central Government and the Local Government One of the important contents of the economic management system is the concentration and dispersion of decision-making. In our country, dealing with the relationship between concentration and decentralization, we must first rationally divide the powers of the central and local governments according to the requirements of effective management of the macro economy and the vitality of the micro economy. At the same time, we must also properly divide and define the powers of the state (government) and enterprises. In the past decade, there have been three types of thinking to adjust the relationship between the central government and the local government.
