1981年1月北京市人民政府颁布了《北京市地下水资源管理暂行办法》。其内容包括总则、凿井管理、资源管理、计量与收费、水质保护、地下水人工补给及附则等七章共二十条。由市规划局主管凿井审批制度,市节水办公室负责全市各自备水井管理工作,由市规划局、地质局和节水办公室对分布过密的水井提出调整意见,经计委批准后执行。市地质局每年十月底前提出下年度地下水
January 1981 Beijing Municipal People’s Government promulgated the “Interim Measures for the Management of Groundwater Resources in Beijing.” Its contents include General Provisions, Well Management, Resource Management, Metering and Fees, Water Quality Protection, Groundwater Artificial Replenishment and Supplementary Provisions, a total of 20 articles. The Municipal Planning Bureau is in charge of the shaft sinking approval system. The Municipal Water Saving Office is responsible for the management of the individual wells in the city. The Municipal Planning Bureau, the Bureau of Geology, and the Water Saving Office put forward suggestions on the adjustment of wells that are distributed too densely and are approved by the Planning Commission.
