30年前,在时任国家经委副主任的林宗棠等老同志建议下,国务院于1983年7月12日颁布了《关于抓紧研制重大技术装备的决定》(又称“110号文件”),同时成立国务院重大技术装备领导小组。在国务院重大技术装备领导小组的统一指挥下,在国务院各综合部门的支持下,机械、电力、冶金、石化、铁道、交通、水利、纺织等10多个部门,对核电、三峡水利枢纽、大型火电、超高压输变电、大型露天矿、大型冶金、大型乙烯、大型化肥、大型煤化工、沙漠及海上石油钻采、北煤南运等重大工程所需关键设备进行攻关,拉开了跨部门大协作、共同搞好重大技术装备国产化工作的序幕。
