非政府组织不仅以市场失灵、政府失灵以及公民社会发展等多种理论获得支持,实践中它还通过在公共危机发生前进行宣传与预警、公共危机发生时进行社会动员与整合、公共危机结束后进行善后修复与回应反馈等过程中发挥重要作用。因此,加强对非政府组织参与公共危机治理的探讨研究,具有重要的现实意义。
