各州、市、县人民政府,各地区行政公署: 据有关部门调查,全省完成区乡体制改革后,有的地方又自行增设村公所、办事处,调整变更村公所、办事处辖区。这样做势必影响改革成果的巩固,造成行政机构设置和区划上的混乱。为了加强管理,现将有关问题通知如下: 一、村公所、办事处的设置,以1990年12月31日以前经省人民政府批准或认可的为准。未经省人民政府批准或认可的一般应予撤销,个别确需设立的应办理报批手续。二、1987年全省农村区乡体制改革时,因涉及到乡、镇建置和行政区划大的调整,省委、省政府发了云发[1987]44号文件,授权州、市人民政府,地区行政公署审批村公所和办事处的设置。现区乡体改已经结束,今后,凡涉及村公所、办事处的调整,省人民政府授权省民政厅审批。
