第一条根据自治区人民政府《关于创新财政支农方式加快发展农业特色优势产业的实施意见》(宁政发〔2016〕27号)(以下简称《意见》),为鼓励融资担保机构、银行等金融机构加大对农业特色优势产业的支持,规范加快发展农业特色优势产业贷款担保基金(以下简称“贷款担保基金”)管理工作,特制订本办法。第二条贷款担保基金是指自治区各级财政整合统筹安排的用于自治区主抓的“1+4”产业(即优质粮食含马铃薯、蔬菜、草畜、枸杞、酿酒葡萄)采取贷款
