法治文化作为一种先进文化形态,其追求法治价值目标的过程是一个动态的过程,也就是说,法治的价值目标是与时俱进的,其内容随着时代的发展变化而变化,不同的时代,法治追求的目标不同。“法治文化”是近年来出现频率较高的一个概念。法治文化概念提出以后,法治文化的特点则成为必须回答的问题。笔者认为,法治文化是以追求民主、自由和权利保障为目标,在一定的治国理念和与此相适应的制度模式确立过程
