社会保障制度是社会主义市场经济体制的基本构架。建立具有中国特色的、适应社会主义市场经济体制要求的社会保障体系,是关系到改革、发展和稳定的大事。党的十五届四中全会指出:“加快社会保障体系建设,是顺利推进国有企业改革的重要条件”。10余年来,我省社会保障制度改革取得了较大进展,同时,也面临着许多矛盾和问题。21世纪,我们要抓住机遇、勇于探索,采取切实可行的对策,加快我省社会保障制度的改革步伐。一、社会保障制度改革的成就 (一)城镇基本养老保险框架已经基本形成,并开始向统一制度过渡我省1986年对社会养老保险制度进行改革以来,取得了较大的进展。目前已基本
The social security system is the basic framework of the socialist market economic system. Establishing a social security system with Chinese characteristics and meeting the requirements of a socialist market economy is a major event that is related to reform, development and stability. The Fourth Plenary Session of the 15th CPC Central Committee pointed out: “Accelerating the establishment of a social security system is an important condition for smoothly promoting the reform of state-owned enterprises.” In the past decade or so, great progress has been made in the reform of social security system in our province, meanwhile, many contradictions and problems are also faced. In the 21st century, we must seize the opportunity to explore and take practical measures to speed up the pace of social security reform in our province. I.
