为落实党中央加强和创新社会管理的新要求,构建与中国经济社会发展水平相一致的社会福利体系,建立和完善专项社会福利制度,民政部社会福利和慈善事业促进司积极实现工作转型:首先,突破传统思路和做法,提升社会福利在社会管理和社会公共服务中的作用;其次,加快推进社会福利由补缺型向适度普惠型转变;再次,积极促进慈善事业发展,满足社会公众对社会和谐、文明、进步日益增长的新需求和新期待。
