对领导干部电话公开,舆论是一片叫好。领导干部愿意公开自己的电话,我非常支持;但把公开领导干部电话上升到打造现代阳光政府的高度、甚至是划等号,我则不敢苟同。如今是法治社会,法治社会处理问题,必须讲程序、讲制度。如果领导干部接到电话后,马上在电话中决策,则是典型的违反纪律;如果领导干部不表态,打电话的群众又会认为领导干部不负责。倾听民声,需要的是制度化规范化渠道的正常表达,而不应该是领导干部与打电话群众两个人的私人对话。要解决问题,需要的是各个公共职能部门的依法、责任、
The publicity of leading cadres on the phone is a good one. I strongly support leading cadres who are willing to make public their own telephone numbers. However, I do not agree to elevate the number of open leading cadres to the height of building a modern sunshine government or even equate it.
