秦辟岭南,置桂林、象、南海三郡。其南海郡,前汉统六县:番禺、博罗、龙川、中宿、四会、揭阳、后汉统七县,增加一个增城。其后历三国东吴、两晋、南朝宋、齐,史书上的南海郡都无南海县,只有番禺县。至唐初贞观中所修《隋书·地理志》的南海郡始见南海县。一百六十年后晚唐李吉甫撰《元和郡县志》因说,隋开皇十年分番禺
