《城市新建住宅小区管理办法》,简称《办法》,已由建设部发布,并于一九九四年四月一日起施行。为贯彻和推动这一《办法》的实施,建设部提出如下意见:一、各地要高度重视《办法》的发布实施,把新建小区的管理工作提到重要位置上来.住宅小区推行社会化、专业化的管理模式,由物业管理公司统一实施专业化管理,是我国房地产管理体制深化改革的重要举措。按照《办法》管理小区,变过去的行政福利型管理形式为企业经营服务型,将促进住房在消费环节形成良性循环的新运行机制,以更好地维护住宅小区使用功能、延长房屋使用年限,为居民创造一个整洁、文明、安全生活方便的居住环境。各地要尽快制定出实施细则,以贯彻执行《办法》,切实提高住宅小区管理
