INTRODUCTION More and more countries are beginning to notice the need to build a resilient community that can be recovered from disasters. New Zealand is a country with frequent natural disasters such as earthquakes, volcanic activity, floods, landslides and tsunamis. Therefore, New Zealand must establish and formulate a robust emergency response mechanism and disaster recovery program. In dealing with all kinds of natural disasters, the emphasis that each country has emphasized has always been on preparation and response, ignoring the importance of disaster recovery.
