为予进一步落实科学发展观,实现党中央、国务院提出的用5年时间完成全国重点小型病险水库除险加固任务这一宏伟目标,全省各地紧张有序地展开7重点小型病险水库除险加固工作。按照《中华人民共和国招标投标法》和财政部、水利部财建[2007]1025号《重点小型病险水库除险加固项目管理办法》,重点小型病险水库除险加固工程项目基本上都实行了招标代理,从而保证了招标投标的公开、公平与公正,有效地维护工程建设项目招标投标当事人的合法权益。但在工程实践中,发现招标代理工作还存在一些不足,需要不断加以改进完善。
