人社部、国务院法制办日前出台《特殊工时管理规定（征求意见稿）》。意见稿明确，企业在保障正常生产运营情况下，日工作时间超过4小时，应保证劳动者享受不少于20分钟工间休息，而工间休息时间计人工作时间。纵观这一征求意见稿，有诸多可圈可点之处，其中，工间休息拟计人工时，最为人关注。
