山西省于1986年12月,在全国各省市中率先成立了自然科学基金委员会。省科委从1987年起,每年用科技发展经费的5％作为自然科学的专项基金,至1989年共资助了基础研究和应用基础研究课题220项,已完成了62项,产生了一批新的研究成果,在促进科技进步和培养人才中显示了良好的作用。实践证明,在省一级设立科学基金,有利于形成具有本省特点的科学技术体系,对于本省的社会和经济发展是完全必要的
In December 1986, Shanxi Province took the lead in setting up the Natural Science Foundation of China in various provinces and cities across the country. Since 1987, the provincial Science and Technology Commission has spent 5% of the funds for scientific and technological development annually as a special fund for natural sciences. By 1989, it supported a total of 220 basic research and applied basic research projects, completed 62 projects and produced a batch of new Research results, in promoting scientific and technological progress and training of personnel has shown a good role. Practice has proved that setting up a science fund at the provincial level is conducive to the formation of a science and technology system with the characteristics of the province and is absolutely necessary for the social and economic development of the province
