项目投资控制贯穿于项目建设全过程投资决策、项目设计、招标、施工及竣工决算五个阶段。控制工程造价的目的是在满足项目合理质量标准的前提下,力求在各个阶段建设过程中合理使用人力、物力、财力,取得较好的经济效益。采取的方法是在项目建设的各个过程,都要时时对照招标书和施工合同,按照施工进程进行分阶段动态控制。竣工阶段要严格按照实际完成工程量进行结算。这样做要达到建设单位在工程项目的各个阶段对工程造价进行有效控制的结果。
