国有企业改革中需要深入研究解决的几个问题

文章认为,我国国有企业的改革成功与否,深入研究与解决好产权形式、经营者和劳动者的地位与作用等问题至关重要。现有国有企业产权关系上的弊端甚多,解决的办法是在承认“全民所有”的前提下,实行中央、地方政府和企业三方的“共有制”。对国有企业的厂长(经理)仍然实行政府委派制或任命制,使经营者既无法获得应有的权益,又得不到有效的监控和约束,必然会导致国有资产的严重流失。随着经济改革的深入进行和市场经济体制的确立,应当尽快让厂长(经理)彻底摆脱政府官员的系列,由企业管委会面向社会公开招聘。劳动者在企业中的地位,多年来一直一方面提得很高,另方面又无法落到实处,引起劳动者心态的严重失衡。在今后的改革中,既要从产权关系上承认劳动者对企业所做的贡献,也要看到知识产权和生产资料所有者在创造财富中的重要作用 The article holds that the success or failure of the reform of state-owned enterprises in our country, in-depth study and solve the form of property rights, the status and role of operators and workers and other issues is crucial. With the deepening of economic reform and the establishment of a market economy system, the director (manager) should be allowed to get rid of the series of government officials as soon as possible and the enterprise management committee openly invite the public to the public. The status of laborers in enterprises has been very high on the one hand and impractical on the other and has caused a serious imbalance in the mentality of workers. In the future reform, we should not only acknowledge the contribution of laborers to the enterprises from the relations of property rights, but also the important role of intellectual property and owners of means of production in wealth creation
