刚由另散文件組成的案卷,在質量上一般都程度不同的存在着缺点。例如:分类不清楚、不規律;未能正确地保持文件之間的联系;案卷保管期限确定得不妥当;案卷标題不确切,不能切实地反映文件的內容;重份、复印文件和被包括了的文件未拣出等等。为了提高案卷质量,吸取立卷工作的經驗,在案卷初步立成后,裝订前,組織力量进行一次統一檢查是非常必要的。凡永久和定期保存的案卷,均应檢查。檢查永久保存的案卷是为了提高質量;檢查定期保存的案卷是为了不讓一份应永久保存的文件被漏掉。一般应先檢查定期的,后檢查永久的。这样做的好处是:从定期保存的案卷中揀出应該永久保存的案卷和文件,在檢查永久保存的案卷吋,便于安插。但檢查工作的主要力
