“1383”重点人才工程,是在军区党委和首长的直接关怀下,于1997年正式启动的。五年来,军区上下各级党委高度重视,业务部门精心组织,军地相关院校积极配合,把继续医学教育与重点人才培养有机结合起来,坚持多渠道、多层次、高起点、高投入的原则,在全区范围内精心选拔了220余名德才优秀、年富力强、具有副高以上技术职务、硕士研究生以上学历的中青年技术骨干,先后投入专项经费近500万元,采取集中办班和个别带教、国内培养和国外研修相结合等多种方式,依托国内外著名医科大学和国家级重点研究机构,实施以院士等知名专家为主体的“与巨人同行”战略,以临床实践为主,科研
