1997年4月,《深圳特区报》向市委宣传部递交了《关于深圳特区报自办发行的请示报告》,一个酝酿多时的思路开始付诸行动。根据报告内容,特区报社从1998年开始,将在早上8点以前将报纸送到罗湖、福田两区的每一条街道,9点前运到其他三区的每一个订户手里,当天运到珠三角的主要城市,从而使市区订户收到报纸的时间提早30分钟到1个小时,郊区提早3至4个小时。报告有一个十分鲜明的主题,那就是要用改变发行方式来推前第一阅读时间,用推前读报时间来扩大读报需求,也就是说,争取最多的读者。读者一刻值千金
