21世纪是海洋世纪,壮大海洋经济、加强海洋资源环境保护、维护海洋权益事关国家安全和社会经济长远发展。中国作为一个海洋大国,拥有300万平方公里主张管辖海域、1.8万公里大陆海岸线,海洋中蕴藏着丰富的生物、油气和矿产资源。发展海洋经济对于促进我国沿海地区经济合理布局和产业结构调整,保持我国国民经济持续健康发展具有重要意义。
The 21st century is the century of the sea, expanding the marine economy, strengthening the protection of the marine resources and the environment, and safeguarding the rights and interests of the oceans and seas are matters concerning the long-term development of national security and social economy. As a large marine country, China has 3 million square kilometers of claiming jurisdiction and 18,000 kilometers of mainland coastline. There are abundant biological, oil and gas and mineral resources in the oceans. The development of marine economy is of great significance to promoting the rational economic layout and industrial restructuring in our coastal areas and maintaining the sustained and healthy development of our national economy.
