According to the current “Labor Law” and relevant laws and regulations, the regulations stipulate that the social insurance agency shall be responsible for the collection and payment of social insurance funds, management and operation of the social insurance fund, and for the social insurance fund to maintain its value. However, at present, the arrangement of social insurance agencies throughout China lacks a unified national standardization mode, which is not conducive to the sustainable development of China’s social insurance management system. With the construction of social security system more and more attention, the voice of the provinces and municipalities to change the status quo is also high,
