2013年汛期,我省发生了历史罕见的特大洪涝灾害。包括黑龙江、嫩江、松花江、乌苏里江在内的39条河流发生超警戒洪水。罕见的洪涝灾害不仅使水利工程损毁严重,而且充分暴露出我省江河防洪体系建设的严重不足。党中央、国务院十分关心黑龙江省的灾后重建工作,省委、省政府高度重视三江治理工作,成立了由陈润儿副书记和吕维峰副省长任领导的黑龙江省三江治理工程建设工作小组,总体负责协调推进三江治理工程建设工作。2014年5月15日,黑龙江省三江应急度汛抢险工程建设工作会议在哈尔滨市召开。副省长吕维峰主持会议。省委副书记、全省三江治理工程建设小组组长陈润儿出席会议并讲话,他强调,要抓紧应急工程建设,确保三江安全度汛。
