白水县西固镇器休村过去曾是全省闻名的“问题村”、“烂杆村”,领导班子涣散,干群矛盾突出,通过“三个代表”的深入学习和县委工作组的扎实工作,如今的器休村重新走上富裕之路。中央电视台、陕西日报等媒体都曾报道过此事。从县委工作组2001年4月9日进村到7月14日撤离的3个多月里,当时的工作组组长、县委组织部部长马银录（现任县委副书记）以手记的形式记录了自已工作的全过程。器休村甩掉“烂杆村”的帽子后,马银录根据工作手记,写出了《向农民道歉——一个县委组织部长的驻村手记》一书,将器休村群众的所思、所忧、所虑、所盼、所需、所急以及他和工作组成员关注
