Qingyuan County of Guangdong Province began in October 1978 with the trial of the super-planned profitability award. Since the reform of the industrial management system was instigated, the county’s industrial production has grown rapidly, achieving increased revenues for the country, increased profits for enterprises, and increased staff. Taking 1980 as an example, participating in the 16 county-owned state-owned industrial enterprises, realized a profit of 400.26 million yuan. Of which, the country had 2.596410 million yuan, accounting for 64.87%; the company had annual profit of the year-end hyper-project divided into 683,700 yuan (including 244,700 yuan by the Economic Commission), accounting for
