本文在总结广播电视业规制类型的基础上,结合各国广播电视业规制变革实践,说明广播电视业规制变革的特征,明确广播电视业规制变革是一个在有限放松经济规制和提高行政规制效率的基础上加强社会规制的过程,是以新的规制工具替代旧的规制工具的过程。
