党的十四届五中全会指出:“农业实现现代化,农民生活实现小康进而达到比较富裕,是整个现代化进程中最艰巨的任务。”那么,农村中的贫困村如何走上小康之路,这成为艰巨任务中更为艰巨的任务。中共大安市委结合“整顿工程”,在这方面进行了积极的探索。
