2008年世界经济危机的爆发,掀动新一轮经济周期。在新一轮经济周期中,发达市场经济体对自由竞争市场做出了强势的干预与调整,其间推出的新规正对各国宏观管理产生重要影响,也意味着新经济周期下世界管理的重大变革。管理变革依据于效率/效益及其影响因素变化,同时是实现新创效率/效益的必要途径。世界开放环境下主要经济体的管理变革会通过竞争机制向其他经济体传递,它们的互动对世界管理产生重要影响。我国当今的发展方式转变正提出管理方式变革新要求,宜因应世界管理变革的趋势与特征,结合国情实际,做出管理权变与管理转型的选择。管理转型的内容主要是政府管理新作用;经济与网络安全管理的增强;跨行业管理的宽领域与大协调。
2008 world economic crisis broke out, tilt a new round of economic cycle. In the new round of economic cycle, the developed market economies have made strong interventions and adjustments in the free-market competition. The new regulations introduced during this period have a significant impact on the macroeconomic management of all countries and also mean that the management of the world under the new economic cycle is of major importance change. Management change is based on changes in efficiency / effectiveness and its influencing factors, and is also a necessary avenue to create new efficiencies / benefits. The management changes of major economies in an open world will be delivered to other economies through a competitive mechanism whose interaction will have a significant impact on world governance. The transformation of our country’s present development mode is proposing new requirements for the transformation of management style. We should make the choice of transition of management rights and management in light of the trends and characteristics of the world-wide management changes and the actual conditions of our country. The content of the management transformation is mainly the new role of government administration; the enhancement of economic and cyber security management; the wide area and coordination of cross-industry management.
