当前军队院校财务管理还不同程度存在着监督机制不够科学、机构设置及人员编配不太合理、管理方法与管理手段相对滞后等问题。以完善预算制度、结算报销制度、“一支笔”审批制度为重点,建立健全内外结合监督机制,形成有效的监督制约网络,加大财务信息化建设力度实现管理透明化,是加强军队院校财务管理的有效措施。
