J integral theory is applied to discuss the J integral of small cracks in yielding material and the function of COD as a function of crack size a and nominal strain e. The crack tolerance in high stress zone of pressure vessel is analyzed. The influence of pressure vessel on design pressure and water Pressure test pressure, different parts of the maximum allowable crack size calculation.
