目前,国防知识产权制度建设滞后于军民融合战略发展。基于军民融合战略,分析了军转民、民转军中的国防知识产权制度需求。分析了国外发达军事国家军民融合发展过程中的国防知识产权制度建设。基于中国国防知识产权制度的发展现状和问题,提出了支持军民融合战略实施的国防知识产权制度安排,包括国防知识产权政策法规、管理体系、服务体系和推进工程。
At present, the system of national defense intellectual property lags behind the strategic development of military and civilian integration. Based on the military-civilian integration strategy, this paper analyzes the needs of the national defense intellectual property system in the process of turning the army into civilian affairs and turning the people to civilian service. Analyzes the construction of national defense intellectual property system in the process of the integration and development of military and civilian in developed countries and developed countries. Based on the current situation and problems in the development of China’s national defense intellectual property system, the paper proposes institutional arrangements for national defense intellectual property rights that support the implementation of the military-civilian integration strategy, including national defense intellectual property policies and regulations, management system, service system and promotion project.
