开展助学贷款工作是我国实施科教兴国战略的一项重要决策,但从目前助学贷款的实际运行情况看很不理想,尤其是学生失信问题普遍存在,金融机构将面临“追偿难”的困境。法律和道德是维护社会秩序,规范人的思想和行为的重要手段。道德是自律,法律是它律。依法治贷和以德治贷是确保助学贷款的法律基础和思想基础,是根治助学贷款失信问题的前提。
