各自治州、市人民政府,各地区行署,省政府各部门、各直属机构: 改革开放以来,我省乡镇企业经过近20年的发展,已成为全省经济的重要组成部分,成为转移农村富余劳动力的重要途径,成为地方财政收入的重要支柱,在县域经济的发展中具有十分重要的地位和作用。但也存在着一些阻碍乡镇企业健康发展的问题,一个突出的表现就是针对乡镇企业的各种乱收费、乱集资、乱罚款和乱摊派现象仍较严重。为给乡镇企业的发展创造一个良好的外部环境,经省人民政府同意,现就减轻乡镇企业负担工作通知如下:
