十八届三中全会公报指出:“全面深化改革的总目标是完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化。”从20世纪90年代以来,治理理论是西方学术界较为热门、流行的理论之一。从这个理论的引进,到“治理”这个概念的引用,乃至成为党的文件中的目标,说明它具有一些可以借鉴的理论价值。但我们也要清楚地认识到西方治理理论的局限性和本质,以正确推进社会主义国家治理体系建设和治理能力现代化。
