Analysis of the Present Situation of Debt Burden of Local Governments in Xiangtan City. According to the preliminary investigation and statistics, the debt scale of Xiangtan City has been continuously increasing in recent years. As shown in Figure 1, from the perspective of dominant debt (debt directly borrowed by government finance or financial guarantee), the debt at the municipal level was 2.43 billion yuan, 2.51 billion yuan, 3.25 billion yuan and 3.07 billion yuan respectively from 2005 to 2008 Yuan, the city’s debt was 3.94 billion yuan, 4.29 billion yuan, 5.33 billion yuan and
