随着人类对海洋认识的深入,海洋经济活动越来越多,海洋环境污染与生态问题日益凸显,如不科学管理必将加速其恶化。因此,调动经济、行政和法律的综合手段,切实解决海洋环境问题是确保海洋可持续发展的当务之急。可采取以下手段建立我国海洋环境责任保险的运行机制,即完善法制化管理机制;建立共保机制;建立协调分工机制。
With the deepening of human understanding of the oceans and seas, more and more marine economic activities have taken place. As a result, pollution and ecological problems in the marine environment have become increasingly prominent. If unscientific management is inevitable, it will surely accelerate its deterioration. Therefore, mobilizing comprehensive measures of economy, administration and law to effectively solve the problem of the marine environment is a top priority for ensuring the sustainable development of the oceans. The following measures can be taken to establish the operating mechanism of China’s marine environmental liability insurance, that is, to perfect the legalized management mechanism; to establish a co-insurance mechanism; and to establish a coordination and division of labor mechanism.
