省农贷委员会检查关中及商雒区农贷工作总结中,提出这些地区在农贷中存在的农贷指针多变(属于上级领导机关的问题),贷款没有专款专用,强摊硬派与平均分配(也有过于集中的)等问题。在目前国家用各种农业贷款帮助农民发展农业生产的情况下,报告中所提出的问题是需要及时的解决,以便使贷款发挥它应有的效能。兹将该报告部分删略刊登,供有关部门在执行此一工作中之参考。
