随着经济体制改革的不断深入,社会主义市场经济体制的构建呼唤着深化国有大中型企业改革。十五年来,我国企业改革的实践使我们越来越认识到,国有大中型企业改革的根本点在于从根本上破除传统的管理模式和方法,对企业制度创新,建立现代企业制度,按照社会主义市场经济体制和《公司法》的要求,加快国有企业的股份制改造,及早推行规范化的股份制。这对于重振我国国民经济,保持社会稳定,实现宏伟蓝图意义重大。目前深化国有大中型企业的改革,关键问题是能否使企业真正成为自主经营、自负盈亏、自我发展、自我约束的独立的商品生产者和经营者。要实现这一目标,首要的问题是真正做到国有资产的最终所有权和法人所有权的彻底分离,转变政府职能。应该看到,由于传统
With the continuous deepening of economic system reform, the construction of a socialist market economic system calls for deepening the reform of state-owned large and medium-sized enterprises. In the past 15 years, the practice of corporate reforms in China has made us more and more aware that the fundamental point of reforms in large and medium-sized state-owned enterprises is to fundamentally eliminate traditional management models and methods, to innovate in enterprise systems, establish modern enterprise systems, and follow socialism.
