我国首次编写的《公路软土地基路堤设计、施工技术规范》（送审稿）经编写单位交通部第一公路勘察设计院、广东省高速公路公司、上海市公路管理处，重庆公路科研所、浙江省交通规划设计院的共同努力，已经编写完成。1995年4月19～22日在上海市由交通部公路管理司主持召开审查会
