20世纪只剩下最后几个月了,今天我们可以比较肯定地说:与以往的19个世纪或者更早的世纪相比,本世纪是人类社会发生最剧烈、最深刻变革的一个世纪,也是人类在发展中取得最伟大成就的一个世纪。本世纪一开始,欧美列强对全球的狂热扩张和瓜分达到了顶点,将世界上每个角落都纳入了以欧洲为中心的资本主义经济体系中,使人类进入了一个各国各民族紧密联系,互相依赖的全球一体化时代。这样一种发展既为世界经济科技文化在竞争互补中获得进步奠定了基础,又孕育着威胁和平的不稳定因素。果然,列强之间的争斗终于导致了两次世界大战,使人类遭受了空前的浩劫。不过,战争反过来又摧垮了旧的国际体系,结束了若干世纪以来以欧洲列强为主的强权势力左右世界的老格局。第二次世界大战后一段时期,全球形成了两极对抗的体制。但现在回过头去看,这种两极格局只不过是被摧垮的旧国际格局与逐步形成的新国际格局之间的一种过渡形式,其真正稳固的时期至多不过15年左右。进入60年代,世界走向多极化的趋势就逐渐明显了。到90年代初冷战结束,两极格局终结。今天,一个新的多极化国际格局的轮廓已经清晰地展现在我们面前。
Only the last few months remain in the 20th century. Today we can say with certainty that this century is the century that has witnessed the most dramatic and profound changes in human society in comparison with the 19 century or earlier century as well as A century in which mankind has made the greatest achievements in its development. At the very beginning of this century, the European and American powers reached the summit of the global fanatical expansion and partition and brought every corner of the world into the capitalist economy centered on Europe, bringing mankind into close contact with all ethnic groups of all nations. Dependent on the era of global integration. Such a development not only laid the foundation for the world economy, science and technology to make progress in complementarity but also gave rise to instability that threatened peace. Sure enough, the battle between the powers finally led to the two world wars that brought mankind to unprecedented catastrophe. However, the war in turn destroyed the old international system and ended the old pattern of the world dominated by the mighty forces dominated by European powers for centuries. Sometime after the Second World War, a bipolar confrontation system was formed around the world. However, looking back now, this bipolar pattern is only a transitional form between the devastated old international pattern and the new international pattern that has gradually taken shape. Its period of truly solidarity is however at most 15 years or so. Into the 60’s, the trend towards multi-polarization gradually became apparent. By the end of the Cold War in the early 1990s, the bipolar pattern ended. Today, the outline of a new multipolar international landscape has clearly shown us.
