一直以来,在灵活就业人员参加城镇职工基本医疗保险的问题上,不少医保管理部门的工作人员都怀有一种复杂的心理:一方面是“人人享有医疗保障”的工作理想,另一方面是灵活就业人员个体情况复杂,人员素质参差不齐,容易对医保基金的收支平衡产生影响。的确,作为要确保基金收支平衡的医保管理部门,为基金担忧并非没有道理。但吸纳灵活就业人员参保,医保基金果真就不能平衡吗?笔者从几个统筹地区采集来的数据似乎能说明一些问题。
All along, on the issue of participating flexible workers in the basic medical insurance for urban workers, many staff members of the medical insurance administration harbor a complex psychology: on the one hand, they are working ideals of “enjoying medical security for all” On the one hand, the flexible employment situation is complicated and the personnel quality is uneven. It is easy to have an impact on the balance of payments of medical insurance funds. Indeed, it is not unreasonable to worry about the fund as a health care management unit that ensures a balanced fund balance. However, to attract flexible employment insured, Medicare Fund really can not balance it? The author collected data from several co-ordinating areas seems to illustrate some of the problems.
